Biography

Attorney Jeffrey C. Regan is the managing partner and founder of the construction law, business litigation, and real estate litigation law firm Regan Atwood P.A. located in Jacksonville, Florida, with offices in Orlando, Florida.

Jeff is a double-board certified attorney in business litigation and in construction law. This means that Jeff has undergone rigorous and extensive examinations, peer reviews, and vetting by the Florida Board of Bar Examiners. Only board-certified attorneys may state expertise and specialization. Jeff provides clients expert representation as a specialist in construction law and business litigation.

“I sat for the inaugural Construction Law Board Certification Exam in August 2005,” Jeff said. “I passed the exam and the peer review and was immediately certified in Construction Law.”

Jeff also sat for and passed The Florida Bar Law Board Certification Exam in business litigation in 2008.

Jeff has successfully tried dozens of business and construction cases in federal, state and arbitration forums. His Florida Bar business litigation certification requires a record of winning trials, which he must demonstrate every five years to maintain his certification.

Many lawyers will suggest holding extensive trial experience, but Jeff has demonstrated trial skill and expertise through his business litigation and construction law certification.

Jeff has been AV rated by Martindale Hubbell, the oldest rating service for attorneys, since 1993. He is AV rated by Martindale Hubbell as a trial lawyer by judges as well.

Jeff founded Regan Atwood upon the principles of experience, integrity, and results. He brought together a team that includes highly-skilled partners and attorneys to share his determination to serve Florida, U.S., and international clients providing honest and powerful legal services.

“I view my job as assisting my clients with solving a business problem,” Jeff said. “That business problem could be a construction dispute. It could be a real estate dispute. It could be a shareholder dispute. It could be a breach of contract with a customer dispute. I view them all as business problems.”

Jeff holds more than 30 years of trial skill working with and for corporations, generational family businesses, Fortune 500 companies, contractors, real estate partnerships, and individuals in very sophisticated legal matters.

“We’re a small firm but we handle large, multimillion-dollar cases,” Jeff said. “Clients shop attorneys until it’s a case worth more than $1 million. Because if it’s over $1 million, they figured there’s a good chance it’s going to go to trial.”

Jeff is known in the legal community for handling heavy-duty, complex construction, business, and real estate cases.

“I’m dealing with business people who when facing litigation want to know the truth,” Jeff said. “They want to know and have their lawyer help them evaluate their business risk from the legal side. Clients want to get me involved in their business so that I understand it better and when there’s a legal dispute, I’m going to be honest with them about the very serious problems that they’re facing.”

Jeff’s 30-plus-year legal career highlights are many, but Jeff notes a Florida common law land dispute case; a mining rights real estate and environmental dispute; and a complex construction delay and defect case as some of his biggest litigation accomplishments. All of these cases involved millions of dollars in dispute that went to trial or successfully resolved in the clients’ favor during negotiation.

Jeff served as lead counsel in a six-week trial of a complex construction delay and defect case that resulted in a $22 million dollar judgment for his client. The case involved a high-rise office building that was completed late and had numerous construction defects, including curtain wall failures and water intrusion.

Jeff was lead counsel in a three-week arbitration of a complex real estate and environmental dispute involving conflicting claims between a landowner and a mining company over land use and mineral rights. He was successful in obtaining injunctive relief, damages, and attorney’s fees on behalf of his client and ultimately a resolution worth millions of dollars to his client.

Jeff was lead counsel in a two-week jury trial involving a large multi-family apartment project significantly delayed due to design issues. Jeff obtained a multimillion-dollar verdict for his client.

Jeff’s expertise in business litigation and construction law and knowledge and experience in real estate litigation offers clients an encyclopedia of superior advice, and courtroom and arbitration knowledge that stems from long, difficult litigation and trials.

In turn, Jeff asks clients to let him in on their business and how it functions. He wants to know your business inside and out. “Sure we can file a lawsuit on your behalf, but I start the relationship with the view towards the endgame. What is it that you want me to do? Let’s start there.”

In 2006, Jeff became Managing Partner and Founding Shareholder of Regan Atwood, P.A.

Prior, Jeff was a Shareholder at Hedrick Dewberry Regan & Durant, P.A., in 1996.

Jeff began his legal career with Rogers Towers P.A. in Jacksonville handling construction litigation, real estate litigation, and commercial litigation. As he progressed through the firm, Jeff was a member of the board of directors and a Co-Chair of its Litigation Department.

Why I Became an Attorney

“When I was a kid, my parents would sometimes joke with me that when I grew up I should be a lawyer because of my arguing skills with them,” Jeff said. “When I went off to college I thought, ‘well, who knows, maybe someday I’ll be a lawyer.’”

Jeff graduated from Boston University, then, received a master’s degree from the Florida State School of Criminology.

Working with the Florida Department of Corrections as a parole and probation officer, Jeff worked in the criminal justice system with many attorneys and judges. The interactions spurred his interest in becoming a lawyer. He attended and graduated from The University of Florida Law School with a juris doctorate.

Upon graduation Jeff was hired by Rogers Towers P.A. and in his first year of practicing law tried five cases: two personal injury, two construction litigation, one business litigation.

Interests

Jeff treasures the time he spends with his wife, and two sons. When possible, he goes deep sea fishing and said, “I enjoy fishing often, and catching fish occasionally.”
