Attorney Jeffrey C. Regan is the managing partner and founder of the construction law, business litigation, and real estate litigation law firm Regan Atwood P.A. located in Jacksonville, Florida, with offices in Orlando, Florida.
Jeff is a double-board certified attorney in business litigation and in construction law. This means that Jeff has undergone rigorous and extensive examinations, peer reviews, and vetting by the Florida Board of Bar Examiners. Only board-certified attorneys may state expertise and specialization. Jeff provides clients expert representation as a specialist in construction law and business litigation.
“I sat for the inaugural Construction Law Board Certification Exam in August 2005,” Jeff said. “I passed the exam and the peer review and was immediately certified in Construction Law.”
Jeff also sat for and passed The Florida Bar Law Board Certification Exam in business litigation in 2008.
Jeff has successfully tried dozens of business and construction cases in federal, state and arbitration forums. His Florida Bar business litigation certification requires a record of winning trials, which he must demonstrate every five years to maintain his certification.
Many lawyers will suggest holding extensive trial experience, but Jeff has demonstrated trial skill and expertise through his business litigation and construction law certification.
Jeff has been AV rated by Martindale Hubbell, the oldest rating service for attorneys, since 1993. He is AV rated by Martindale Hubbell as a trial lawyer by judges as well.

“We’re a small firm but we handle large, multimillion-dollar cases,” Jeff said. “Clients shop attorneys until it’s a case worth more than $1 million. Because if it’s over $1 million, they figured there’s a good chance it’s going to go to trial.”

Jeff’s 30-plus-year legal career highlights are many, but Jeff notes a Florida common law land dispute case; a mining rights real estate and environmental dispute; and a complex construction delay and defect case as some of his biggest litigation accomplishments. All of these cases involved millions of dollars in dispute that went to trial or successfully resolved in the clients’ favor during negotiation.
Jeff served as lead counsel in a six-week trial of a complex construction delay and defect case that resulted in a $22 million dollar judgment for his client. The case involved a high-rise office building that was completed late and had numerous construction defects, including curtain wall failures and water intrusion.
Jeff was lead counsel in a three-week arbitration of a complex real estate and environmental dispute involving conflicting claims between a landowner and a mining company over land use and mineral rights. He was successful in obtaining injunctive relief, damages, and attorney’s fees on behalf of his client and ultimately a resolution worth millions of dollars to his client.
Jeff was lead counsel in a two-week jury trial involving a large multi-family apartment project significantly delayed due to design issues. Jeff obtained a multimillion-dollar verdict for his client.
